Fantastic patina of age and use to this piece. The top portion probably held a painted panel of some kind, as was usually the case with Trumeau mirrors of this period. It may also have held a carved panel in this space. I think either a toile fabric panel or old world style tile installation would look fabulous in this space.
The last photo shows an example of what the mirror could look like using a canvas panel wrapped in toile fabric that I had laying around. Obviously, you would want to customize the size to fit the space, instead of having a gap on either side, as this example shows.
